That was embarassing.

So,

crontab -e

brings up vi.

But still, on the command line I have to use the arrow keys to bring up and edit previous commands. How can I use
vi to edit commands on the command line?

Aha, now I see what you are wanting...

2 ways to switch into this mode)

1) add into .bash_profile:
set -o vi
or
2) edit .inputrc and add:
set editing-mode vi

I have tried each of those individually and neither worked.
Do I need to make both changes?

Are you using BASH or csh?

The above suggestions will work... (try adding another line shown below)

You can do either/or for configuring...

For on the fly interactive switching:
$set -o vi

For more permanent: (.inputrc)
set editing-mode vi
set keymap vi

From the docs, it says that editing-mode influences the default keymap - but does not say how...  Try adding the keymap line / logout / login...

From here, I would recommend:
$man bash

and investigate deeper your configuration...

It could also be your Telnet/SSH client mucking things up...  From the Linux side, my suggestions operate as expected...
