Any email that was stuck in a remote queue long enough to actually bounce will have bounced back to the sender and it would be up to them to attempt to send it again. Anything that hasn't bounced is still stuck in a queue and will come through eventually. The email servers are working at their full capacity trying to crunch through the back log.

Re: Is my mail just totally lost?
FWIW, I have a certain type of email that comes through at regular intervals and I now have all of them, showing me that, AFAIK, the whole mail-down window has been filled at this point.
