Need help upgrading vBulletin

Hello, I'm running vBulletin 3.8.3, and I have 2 hacks on my site. I need help updating my site, and it's over my pay grade.

Are you upgrading to a newer vBulletin version, or a different package, such as IPB, or XenForo?

The biggest issue with upgrading is that assuming your PHP version is 5.x, it and MySQL may have to be upgraded to work with an upgraded version.
