log files time zone question

What exact time zone are log files time stamped in? Does it ever change?
I searched and found this

On line 4 at that linked example, it shows the -5 which I assume is GMT -5 time or UTC Offset Standard time for Florida time. My particular log file entry looks like this however.

[Thu Jan 17 09:58:30 2019] [error] [client 93.158.161.170] client denied by server configuration: /big/dom/x*****/www/index.php
which lacks offset information. I am probably on a virtual snipe hunt, but something happened this morning to one of my forum admins and I am trying to run it down while the digital trail is still warm.

We are located in Orlando, FL which is the EST5EDT or US/NewYork or US/Eastern time zone.

Sorry, missed the follow up question...

Yes, we are using the official time zone file that is local to us. That means it conforms to both POSIX rules and US daylight saving time laws.
