I believe Adobe has switched most if not all of there products over to the subscription model.
For the most part people are ok with this. Like for me, instead of paying a large sum (over a thousand dollars) every year or so for updates, I pay monthly, it's cheaper per year, and easier on the wallet. I have all the apps for $50 a month, well worth it for everything that I use.
Active subscriptions only verify about every 3 months. You don't have to be connected to the internet the entire time to use any of the Adobe products, only to verify your subscription. You are allowed to download the apps to 2 different devices (for me desktop and laptop), but you are not to use them concurrently. If you chose to use the online storage, I believe you have 90 days to download your content after a subscription has ended (I don't use any of their only storage). The app will cease to open, but all your local files will stay intact (in such case you decide to subscribe again). Presumably this will happen as soon as the app is notified that you are no longer subscribed (if connected to the internet), or within about 3 months from the last time it verified your subscription.
Updates come every few months, they have been pretty good about bug fixes and feature upgrades.
I think that covered your questions. I haven't used Muse yet. I have been doing things in Dreamweaver, using Bootstrap to handle device views.
