Powerpoint 2007: A Stenciled Text Layer Over a Hellfire Movie

Using either gimp 2.8 or an Adobe product, I want to create fiery letters that play in powerpoint 2007 on a bigscreen TV. Gimp will not accept any movie files, so I simply inserted it into the powerpoint slide itself, then created a black, stenciled message in gimp, and brought this to the front on the slide. Unfortunately, the playback was highly pixilated, and the stenciled text layer simply disappeared just as the movie began to play. I know this is probably no big challenge for some of you folks. Please help.

I don't actually know how to do what you are asking about but it seems to me that gimp (an image editing program) is the wrong tool for working with something that is to be read by Powerpoint. The open source equivalent to Powerpoint would be Impress from LibreOffice or OpenOffice.
