Best Web Development Software under $500?

I've decided to go with WordPress for my site and probably to use some Cherry Framework prepared templates.

Still ignorant of a lot and just wading in; but, would like to know if I were to have $500 to blow on web development software, what would be the best I can do?

Dreamweaver CS6 maybe?

Or, is expensive web development software a waste of time and money with a WordPress Cherry Framework site?

If you are not going to develop your own plugins or templates I would start with no tools and then work out what the gaps are in your workflow. My tooling is the browser, a terminal session and a CSS editor for when I want to tweak the style sheet.
