netstumbler for cell signals

Maybe this is a silly question, but in areas on the fringe of cell coverage, is there a relatively inexpensive hardware/software way to scan to see which carriers' signals are available (whether it's 4g, 3g or very old 1RTT, etc.) and at what strength, like netstumbler does with wifi signals?
